Senator Andrew Lockhart leads the Senate investigation into the bombing of CIA headquarters at William Walden's memorial service. Together with the commission, he would like to find out whether the CIA was responsible for this attack through faulty investigations and whether the secret service has therefore become superfluous.

Early career[]

Carrie Mathison is one of the first CIA agents to be questioned and examined more closely by Lockhart and his colleagues. He wants to find out to what extent she has done her job correctly and is putting a lot of pressure on her. He also uses information that a mole within the CIA must have leaked to the investigative commission. Even as Saul Berenson answers the Senate about a targeted attack on six terrorists, Lockhart urgently tries to find out what went wrong in the CIA's investigation against Abu Nazir and Nicholas Brody, citing a newspaper article about Carrie's affair with Brody pointing.

Some time later, Lockhart meets Saul again, but this time on a friendly basis. Some representatives of the Senate, the government, the military and Saul, as interim head of the CIA, are invited to a goose hunt. Previously, there is a rumor that at this meeting it will be announced who will be the new director of the CIA. While Saul believes that he will be confirmed in office, Lockhart explains to him during the hunt that he is wrong. Rather, the president plans to make him the new CIA director himself. Saul is very surprised by this news, but pulls himself together and doesn't show anything. Lockhart explains to him that he wants to take a new path with the CIA and rely less on agents and more on targeted military operations and drones. He hopes to be able to count on Saul's support. When Lockhart is finally officially announced as Saul's successor that evening, Saul cannot hold back and openly tells the assembled company his opinion about these plans and the political games. He doesn't think much of which path Lockhart wants to take and will continue to devote all his efforts to his CIA in the remaining two weeks.

Lockhart then seems to sense that if he wants to run the CIA smoothly, he must either win Saul over to his side or get him out of the way. He arranges to meet in Langley, but Saul cannot be present. Dar Adal therefore takes care of Lockhart and explains to him that he is on his side if Lockhart wants to take a new path. After all, the CIA suffered a severe setback as a result of the bombing and now has to fight with other means in order to be taken seriously as an intelligence agency again.

Shortly afterwards, events in the Javadi case came to a head and Lockhart was also informed of the current status during a visit to Langley. Together with Dar Adal, he learns that Saul has used blackmail to turn Javadi into a double agent. Lockhart is furious and explains that this is how the CIA creates scandals. He will put an end to this when he takes over from Saul in ten days. When he then finds out that Javadi is still in the country and that Carrie is also involved in the operation, he wants to cancel Saul's plan and arrest Javadi, especially since he had recently murdered his ex-wife Fariba in cold blood and brutally. Lockhart wants to speak to Carrie, but she is unable to do so because she accompanies Javadi to his plane that is supposed to take him back to Iran. Lockhart wants to prevent Javadi from leaving the country at all costs and wants to speak to the President to have the plane stopped. Saul then accompanies him and Dar Adal to a conference room where there is a telephone. However, he leaves the room again with Dar Adal, locks it and darkens it. The phone inside is unplugged, so Lockhart can't call the president or call for help. Meanwhile, Saul feels he is in the right because he is still the head of the CIA for a few days and he doesn't want to be dissuaded from his plan. Together with Dar Adal, he is briefly happy when he learns that the plane has left American airspace and that Lockhart can no longer achieve anything for the time being. He tells a secretary to free Lockhart and leaves Langley.

Shortly afterwards, when Saul wanted to inform Chief of Staff Mike Higgins about his plan in the White House, Lockhart was there again. This time, however, Saul can claim that Lockhart does not have the necessary security clearance to take part in the conversation. Mike therefore asks him to leave the room.

Lockhart has to realize that he cannot defeat Saul alone. He therefore takes the opportunity to manipulate Carrie when she is hospitalized with a gunshot wound. He informs her that Saul has been in Caracas, showing her that she is not privy to Saul's entire plan. When Lockhart leaves, Carrie informs Saul about his visit and Caracas. Saul is confused as to how Lockhart knows about his trip, but is otherwise not worried that Lockhart could jeopardize his plan. He later learns from Virgil and Max that Lockhart met with the Israeli agent Alan Bernard, who was also having an affair with Mira Berenson, and that he probably learned about Saul's trip to Caracas. Saul then grabs the photos and documents and confronts Lockhart with them. Lockhart knows that he now has to make admissions to Saul if he doesn't want to make the matter a big deal. Saul demands more time to implement his plan and asks that Lockhart start his job as the new CIA chief a few weeks late. He doesn't want to go public in order to protect his wife and the CIA from a scandal. Lockhart is surprised and makes the concession.

Some time passes again during which Nicholas Brody is prepared for his mission in Iran and during which Lockhart stays out of the events. When the task force tries to get to Iran and kills some Iraqi police officers, Lockhart is informed by Mike Higgins. He should go to the CIA together with General Pfister and also observe the operation. As designated CIA chief, he now has the authority to do so and is briefed on the entire plan by Mike Higgins. Since the operation is already in full swing, Lockhart doesn't want to cancel it, but hopes that everything goes well.

At least Brody manages to get to Iran and get in touch with Javadi. However, a meeting with Akbari and thus a possible assassination attempt seem to be a long way off, so Andrew Lockhart and Dar Adal are weighing up the options for further action. It is believed that the operation must be stopped and Brody eliminated so that he does not betray Javadi and the CIA loses an important contact. But then events come to a head and Brody still manages to assassinate Akbari. He is then supposed to be taken out of Iran together with Carrie. But Lockhart, without Saul and Dar Adal's knowledge, informed the president about this and developed an alternative plan. Javadi has found out about Carrie and Brody's hiding place and has Brody arrested in order to publicly execute him. Javadi's position as the new head of the Iranian Revolutionary Guard will be strengthened and the USA will gain even better insight into Iran's political plans. Saul, on the other hand, is removed from his position as CIA director with immediate effect and learns that Dar Adal had passed the necessary information to Lockhart.

Four months passed during which Andrew Lockhart took over the leadership of the CIA. Carrie Mathison, now seven months pregnant, Dar Adal and Peter Quinn continue to work for him. Lockhart invited Carrie to an interview to ask her if she had already decided whether she wanted to take over the CIA office in Istanbul. Carrie agrees and asks Lockhart to put together her own team. She also wants to know whether a star will be dedicated to Brody at the memorial service for fallen agents, but Lockhart refuses because Brody's admittedly important act made up for his other previous acts. A few days later, Lockhart reads out the names at the memorial service, leaving Brody out as announced.

As CIA Director[]

Andrew Lockhart quickly feels comfortable in the position of CIA director, even if more and more voices doubt his abilities for the job. That's why he does everything he can to achieve success. He doesn't like it when a CIA officer named Jordan Harris finds out that Sandy Bachman, the CIA station chief in Islamabad, is exchanging information with local sources or secret services in exchange for information about the whereabouts of wanted terrorists. Since Bachman has achieved many successes with this method, Lockhart ignores this news and demotes Harris so that no one will believe his story. But Carrie, whose work in Islamabad and Kabul is also being questioned, discovers the secret and blackmails Lockhart into letting her manage the CIA base in Islamabad and thus also investigate a failed threat attack. Otherwise, she will inform the Senate during its investigation into the drone attack about Lockhart's knowledge of the treason. Lockhart therefore has no choice but to let Carrie go back to Islamabad.

After the events surrounding Saul's kidnapping and the news that Haissam Haqqani is still alive, Lockhart travels to Islamabad to take part in the negotiations with the Pakistanis. He is received by Ambassador Martha Boyd, to whom he immediately tells that he doesn't have much faith in Pakistan's cooperation. Martha then explains to him which topics of conversation he should focus on. She then leads him to John Redmond and Peter Quinn. When Martha leaves, Lockhart wants to know where Carrie is and what Redmond thinks about the decision not to take out Haqqani. Redmond supports Carrie's decision because she is his superior, but Peter Quinn responds that she was under a lot of stress at the time because Haqqani had just killed an important source. Lockhart then wants to know whether Carrie wasn't thinking clearly or was letting her feelings guide her, but Quinn says no. Instead, she opted for a very hard line, which he did not agree with.

Shortly afterwards, Lockhart gives a speech to the assembled CIA team, to which Carrie arrives late. While he is horrified by what has happened in Islamabad in recent months, he also emphasizes that this team is the only chance to save Saul Berenson. He emphasizes that the CIA in Washington is already under attack and Saul's disappearance would only add more fuel to the fire, which is why this information should remain secret for the time being. Instead, it would be better to pretend to be looking for new information about Haqqani's whereabouts. Carrie then apologizes for being late and Lockhart wants to know where she has been in front of the entire team. Carrie then explains to him that she has a new lead on Haqqani because of the medication. However, they are interrupted because the Pakistani delegation arrives at the embassy. During the subsequent conversation, Lockhart quickly becomes annoyed by Bunny Latif's excuses. He would rather get to the point quickly and therefore interrupts Martha Boyd's negotiations. He accuses the military and the ISI of having something to do with Saul's kidnapping and ignores Martha Boyd's attempts to bring the discussion back to a factual level. He goes so far as to accuse the government of ignoring what deals are being done within its ranks with terrorists like Haissam Haqqani and Osama Bin Laden. Lockhart doesn't care that he insults Latif and the negotiations threaten to fail. When Latif wants to leave, he explains what he expects from the government. Saul should be brought back alive as quickly as possible, otherwise the USA would reconsider its assistance to Pakistan. The Pakistani delegation then leaves the conference room. When Martha accuses him of not getting any further with such methods and of not having the authority to make such threats, he smugly replies that he did have them directly from the President. When she reacts angrily at not being informed, Lockhart ignores her.

Later, Lockhart, along with Redmond and Quinn, observes via drone how Haqqani's return home is celebrated. When Carrie arrives, they discuss how to proceed. Lockhart is irritated when Carrie freaks out because no one agrees to her plan for an air mission. He makes it clear to her that everyone knows the risk and everyone has the same goal of getting Saul out of there alive. As Carrie retreats, Lockhart wants to contact the White House and speak to the base in Kabul to clarify a possible covert operation. Shortly afterwards, the head of the CIA in Kabul informed him about the dangers of a covert operation and advised him against it. Lockhart then demands that he think of an alternative that is feasible. That night, Lockhart asks whether Haqqani and Saul are still in the house, but due to the poor visibility with the drone, they are not sure. He then goes to sleep for a bit until Martha comes to him and explains to him that his behavior that morning put her entire job at risk. She wants to know if he has made any progress in the meantime, but he cannot confirm this. She therefore informs him that she wants to organize another meeting with the Pakistanis because the Foreign Minister might be able to provide her with useful information. Lockhart insists on attending the planned meeting, whereupon Martha makes it clear to him that he has to follow her rules this time. Lockhart agrees.

In the morning, Lockhart wants to know from Quinn where Carrie is, but he has no idea and tries to find out. Together with Martha Boyd, he then goes to the meeting with the Pakistani delegation, where he is not supposed to interfere. At the meeting, they are then shown live images of Saul, who tells them not to make deals with the terrorists. Then they have to watch as he is dragged away again. Lockhart is shocked and then tells the Pakistani delegation that their deal will not go through if Saul is injured. It's not enough for him that Tasneem Qureshi is trying to convey the message to the terrorists. Haqqani then appears on the screen and lists the names of prisoners he would like to see released in exchange for Saul. Lockhart then lists the crimes the prisoners mentioned have committed. He reminds Bunny Latif that releasing these men would also harm Pakistan. Lockhart doesn't believe Latif when he says he's shocked too.

When Lockhart later learns from Carrie that someone has manipulated her medication and that someone in the embassy is working against her, he is shocked and wants to inform the ambassador about it. Carrie is against it, but he explains to her that there are far too many people coming and going from the embassy to figure out who is working against her. Lockhart then informs Carrie what Haqqani wants in exchange for Saul. She explains to him that the prisoners demanded are the most important men in Haqqani's terrorist cell and that this structure should not be given back to him. Lockhart says that everyone sees it that way, but he can't allow Saul to be executed. Carrie should think of something while he informs the ambassador about the new findings. When Lockhart informs Martha of the security breach, she initiates a new protocol - new locks and access codes. He then says that it feels like war and he doesn't understand why Pakistan isn't on their side. He cannot understand Martha's attitude towards finding common interests.

The next morning, Lockhart sets off with Carrie to meet with the Pakistanis. He hopes they won't let on that Saul was able to escape that night. During the meeting, Carrie Lockhart drops a note saying she's surprised the Pakistanis don't seem concerned. When Carrie suddenly leaves the conference room, he follows her. She then says that the Pakistanis know where Saul is. When he later hears that the ground team that is supposed to rescue Saul is under fire from the Taliban, Lockhart cannot believe that this is happening. He has to watch as Saul almost commits suicide and is then deliberately guided by Carrie into the arms of the Taliban. Lockhart then goes back to the conference room, disappointed that he cannot face the Pakistanis triumphantly. When he returned there, he told the Pakistani delegation that they would respond to Haqqani's demands.

A few days later, Lockhart learns from Carrie that Quinn is taking the captured Taliban to Islamabad in exchange for Saul. Carrie then updates him about Dennis Boyd, who is probably the mole, but Lockhart doesn't want to elaborate because he doesn't trust Aasar Khan as an informant. Carrie then says that she will sort it out herself, but then fails. He later learns from Martha Boyd that she also couldn't get anything out of her husband.

He then observes the prisoner exchange from the CIA operations center with Peter Quinn and Martha Boyd. Lockhart is tense and wonders what's taking so long. He watches tensely as the situation worsens until Saul can be brought to safety. As he is about to leave the operations room, he learns that one of the convoy's cars was blown up just a few blocks from the embassy. He orders the embassy soldiers to move out to secure the site of the attack.

Shortly afterwards, Lockhart and his CIA colleague Alan Hensleigh are informed by Quinn that there is probably a break-in at the embassy. Lockhart then informs the other CIA employees about the new protocol that has been initiated to secure the embassy. They should collect all important information together and prepare to destroy it. Lockhart himself receives the collected list of all contacts in Pakistan - something like the crown jewels of the CIA location. He asks why they don't destroy this information outright as a precaution, but Hensleigh tells him that it took Sandy Bachman three years to build this network. They shouldn't risk that because there is no backup of the data. At that moment, Haqqani's people storm into the CIA premises and shoot anyone who moves. However, Lockhart manages to escape to a protected room with Martha, her husband and a few other employees. Shortly afterwards he sees Haqqani appear at the door with his men and a few hostages. When they don't open the door, the first hostage is killed. Haqqani then demands again that the door be opened and threatens to kill more hostages until Martha speaks to him. When she explains that she can't open the door, he demands that she send Lockhart out. She lies to him that Lockhart is not there, whereupon the second hostage is killed. He explains that Lockhart has a list that he wants, but when no one responds again, he has the third hostage killed. Lockhart doesn't know what to do anymore and when he sees Haqqani dragging Fara in front of the camera and threatening to kill her with a knife, he rushes to the intercom and promises to get out. He wants to give Haqqani the list, but Martha makes it clear to him that then they would all die, here in the room and the people on the list. However, Lockhart doesn't want to see Fara's head cut off, and it doesn't help when Martha explains to him that this is what happens in war. When she doesn't want to get out of his way, he pushes her aside and threatens everyone to stay away from him. He pushes the button to open the door, which sets off a one-minute timer. In a panic, he tells Haqqani over the intercom that he shouldn't kill Fara, that he will come out as soon as the timer runs out. When the door opens, Lockhart steps out of the bunker and locks the door behind him again. After handing over the list, Haqqani stabs Fara in the back. At that moment, Quinn and a soldier begin shooting at Haqqani's men, forcing Haqqani to flee. When the men are overwhelmed, Lockhart finds himself in a bloodbath.

Four hours later, Lockhart watches the news with Martha reporting the attack on the US embassy. Martha then receives a call from the White House. Shortly afterwards, Lockhart calls Carrie over and informs her about the phone call. The US delegation is called away from Pakistan because diplomacy no longer makes sense there. Carrie replies that she isn't surprised, after all the government was clearly involved in these events. Lockhart is glad that she feels that way because she is supposed to be evacuated with him in the first wave, but Carrie is against it. She wants to stay there to save as many spies as possible, since Haqqani is now targeting her. However, Lockhart replies that the President doesn't approve of Carrie continuing to be involved. Everything will be sorted out from Kabul. Lockhart blames himself because he should never have given the list away, but Carrie admits that it was a very difficult decision. Lockhart thanks her for trying to encourage her and tells her the time of departure.

The next morning, Carrie informs Lockhart that Quinn has disappeared. Lockhart hopes nothing happens again that implicates the CIA. When Carrie says she needs five days to sort things out, Lockhart is against it, but when she makes it clear to him that many lives are owed to Quinn, he hopes this will all end soon. He goes to Martha and Saul as they prepare to leave.

A few days later, Lockhart calls Carrie in Islamabad. He expresses his condolences to her after her father unexpectedly dies. He offers to help her, but Carrie says that her sister Maggie has everything under control. They then talk to Quinn and Carrie tells him that he shot one of her colleagues. Lockhart then asks if there's something going on with the Pakistanis that he doesn't know about, but Carrie doesn't know what he's talking about. However, he says that he is no longer being properly informed and is already looking for a replacement as CIA director after everything that has happened.

A few days later, Lockhart arrives late to the funeral service for Carrie's father Frank. He apologizes because he was in a meeting with his lawyers all day. He has a lasagne that his wife prepared and is invited by Carrie to sit with them.

Director Lockhart knew about the sketchiness behind this too-good-to-be-true intel and he turned a blind eye — because he knew that the increased level of activity on the nation's kill-list would help make his troubled tenure as director look like a fruitful one.

Carrie (with the help of Quinn, of course) puts the pieces together and decides to handily use them as blackmail. Biography[]

Lockhart was nominated as CIA Director to replace Saul Berenson in early 2013. Though this came as a surprise to some, the primary reason for it were his views; Andrew Lockhart is more of a believer in drone strikes and remote intelligence, a position that the President agreed with, whereas Director Berenson was more inclined towards human intelligence and spies.

Carrie takes the time to ask if Brody can get a star at the annual CIA commemorative ceremony. More than 100 CIA employees are receiving the star - why not Brody, who died for his country? Given the fact that he took a mission in Iran to clean up his reputation with his family, his wife Jessica and Carrie, Brody does not receive a star for Lockhart? VP Walden blew up a school with the help of David Estes, both of which have stars on the CIA wall. Lockhart refuses. She later draws a star for him with a marker pen.
